About

The Canadian Industrialized Construction Coalition (CICC) is an industry-led alliance uniting voices across Canada’s factory-built construction supply chain. We work closely with the federal government to support their goals of increasing housing through smarter, faster, and more climate-resilient methods of construction. 

Through collaborative working sessions with members nationwide, the CICC has developed a comprehensive set of policy and program recommendations that address key barriers to scale—financing for manufacturing and supply chain development, coordinated procurement, and regulatory reform.

With growing alignment between CICC priorities and the Build Canada Homes initiative, our advocacy continues. By strengthening domestic capacity and modernizing construction delivery, the CICC is helping to build the foundation for a sustainable, innovative, and resilient housing future in Canada.

Debbie Baxter is a Senior Advisor in the EY Transaction Real Estate advisory practice, specializing in advancing innovation across the real estate and construction industry, focusing on systems, technology, industrialized construction, and energy management. She recently helped launch the Canadian Industrialized Construction Coalition (CICC), starting with an inaugural event in 2025.

With over 30 years of experience driving transformational change for clients like CMHC, Canada Lands, and Build Ontario Fund, she uniquely combines strategy recommendation with leadership to oversee successful adoption. Ms. Baxter is passionate about helping clients adapt their business to future trends and the need for new work environments. She is a nationally recognized leader, awarded the Top 100 Most Powerful Women award, a ULI Women’s Leadership Initiative champion, and a Fellow of the Certified Public Accountants of Canada.

Michelle German

Michelle is a senior executive leader with over 15 years of experience driving systems-level change across housing policy, urban innovation, and intergovernmental strategy. She has held pivotal roles at WoodGreen Community Services, Evergreen, and Springboard Policy, where she led cross-sector initiatives that shaped public policy, secured major housing investments, and advanced inclusive urban development.

Michelle’s expertise spans strategic planning, stakeholder engagement, and performance management, with a proven ability to align complex projects with government priorities and community impact. Her work has influenced legislation at all levels of government, making her a trusted advisor across Canada’s public interest ecosystem.
